Woodland CHP Traffic Collisions

10/02/2012 - 8:50 AM - Westbound US-50 west of Jefferson Boulevard

Elicia Carmen Sanchez, a 20-year-old female from Sacramento was driving a 1994 Honda Accord on westbound US-50, just west of Jefferson Boulevard.  Andres Mendez Delgadillo, an 18-year-old male from Sanger was following the Accord in a 1996 Honda Civic.  Arthur Carolino Cister, a 37-year-old male from Elk grove was following the Civic in a Honda Civic.

The vehicles were directly behind an unknown pickup that was towing a trailer that was loaded with metal scaffolding.  A portion of the scaffolding fell off the trailer and collided with the front of the Accord.  The Accord ran over the scaffolding and was run over by the two Civics.

The traffic collision caused minor damage to the Hondas and the driver of the unknown pickup fled the scene, but there were no injuries reported.

Woodland CHP Arrests

10/02/2012 - 5:45 PM - South River Road north of Rose Road

Laura Beth Sullivan, a 34-year-old female from Clarksburg was driving a 2010 Toyota Tacoma on southbound South River Road, just north of Rose Road.  Sullivan had been drinking alcohol prior to driving and allow the Toyota to run off the roadway where it collided with a light pole and tree.  Sullivan contacted her mother, Joan Ellen Kirtlan, a 60-year-old female from Clarksburg and requested her assistance.  Kirtlan responded to the traffic collision scene with Gary Fredrick Kirtlan, a 64-year-old male from Clarksburg and assisted Sullivan back to their residence.

CHP officers responded to the traffic collision scene and the investigation led officers to contact Sullivan and the Kirtlans.  Joan Kirtlan related to officers that she was driving the Toyota at the time of the traffic collision and Gary Kirtlan confirmed her statement.  Officers continued with the investigation and determined that Sullivan was driving at the time of the traffic collision and after officers conducted a DUI evaluation, they determined that Sullivan was driving while under the influence of alcohol.

Officer subsequently arrested Sullivan for DUI and being involved in a Hit and Run traffic collision.  The Kirtlans were arrested for providing false statements and obstructing a police investigation.  Sullivan and the Kirtlans were booked into the Yolo County Jail.
