The shooting happened on the 70 block of El Toro Court around 4:58 p.m., outside of the Parkway Gardens complex, which normally has an armed guard because of past problems.
However, security guards were off duty during the shooting.
Mayoral said police are searching for the suspects throughout the region and in the Bay area.
